Am I being too simplistic. Don't the Government already have the data. HMRC have the income on their database. Works and Pensions have the data of benefits, pension credit etc. Comparing the 2 should show who is entitled but not claiming. It could also show people on maybe less than what could be a new cut off figure of £15,000, so then not having to go to the local council for help with heating. The ones falling between the cracks could then be dealt on an individual basis than swamping a whole outdated system. | | | |

Personally it think the cut off should be the point where you start paying income tax £12,570. How can someone not earning enough to pay tax be denied WFA. So simple to implement as well just cross reference the pension list to the inland revenue list and pay the money. | | | |

Whatever the cut off point the government must have enough data flying around to just pay to a large majority of of those entitled but not claiming. HMRC are quick enough to change a tax code when circumstances change. Why the need to complicate things by sending letters out, when they know that for whatever reasons these people can’t handle official documents. One of the last comments in that clip that people shouldn’t worry as if they are entitled they will get it back dated.
