The question may be whether certain groups are over-represented when it comes to mental health conditions/ personality disorders that may lead to violent attacks. In recent years the pattern of inward migration into the EU is not that different from that affecting the UK (apart from our nationality specific scheme for Hong Kong). There is quite a literature emerging on immigration and mental health in Europe, which includes effects seen in second generation immigrants. I'd say this is an issue that needs more investigation as the UK has now seen several incidents that seem to suggest that this group poses a higher than expected risk. If there turns out to be no terrorist aspect to the Southport attack this could be another example.
