I'm against the default 20mph, but I wasn't sure about this. My reading is that ambulance crews work a full shift. At least one wagon/crew will be waiting at the base for emergency calls. in the course of which the ambulance is allowed to exceed the speed limit. On the other hand, fire service crews in some areas are part-time and will have to drive to the fire station in the event of an emergency. They cannot exceed the speed limit in a private car.
