I thinks it's fair to have an aspiration to have a workforce that reflects the community you serve, how you get there requires a bit of time and skill. For example, the Senedd should start by looking at the educational outcomes for all groups, does everyone have an even chance of gaining employment? | |

I think that's fair and you should have the data to understand how your organisation matches up to your catchment area to check for any potential bias. Even then you would have to start at organisations of 50 or more if 94 percent comes from one group in your catchment area. | |

It already happens in Wales. In many local authorities, particularly North Wales, the best candidate is often not appointed if they can't speak Welsh. | |
