Well bulbs are quite bright. Also I'm quite lazy so I'm an energy saving bulb doing my bit to save the planet from climate change that doesn't exist.

'However, Mr Cameron did not spell out what powers he would like to see the UK take back as part of a new settlement or what would happen if the negotiations did not go his way. Seemed he had as much of a plan for a potential exit when this article was written as he did last Friday. None.

The government made no plans and would allow no work to be done looking at what would happen in the event of a leave vote. It was a deliberate decision/instruction.

They had no idea in their wildest dreams that the electorate would be intelligent enough to vote leave.

I've heard the leave voters called a lot of things. Intelligent isn't one though. | | | | Login to get fewer ads

How can the British people make an informed decision on a raft of concessions he's kept to HIMSELF. In the end the "I can't tell you what deal I've secured and why we should stay in but trust me, I've got an honest face " arrogant approach wasn't enough for the people. Why did he think it would be?

Complete insanity! Even the lowliest Private soldier in the army would be intimately familiar with the "Actions on" instructions prior to the commencement of an operation just in case, you know, it all goes horribly t!ts-up. Yet here we have people at the very apex of public life willfully wandering blind-fold into a cul-de-sac of their own making. Madness!

They' did the same in the run up yo the Scotland referendum. Government policy was to remain so no planning for anything other than that was allowed.

It actually makes sense to me to be honest. The CS is there to support and implement government policy, not to plan for the opposite. The result a week last Friday was met with blind panic across Whitehall. Paralysis.

How does the old saying go "plan for the worst, hope for the best." What sort of planners have no contingencies? It makes no sense to me. [Post edited 3 Jul 2016 13:10]

Paralysis? Nah - they've got spreadsheets and everything now apparently! Unfortunately not one of them can work out what to do next. It's only now occurred that there is rather a lot of law that may or may not need to be changed :-)

I've been away on a course for a week so I'd imagine I'll be confronted with said spreadsheets tomorrow. The amount of legislation that will need to be repealed and/or amended even in our small area of government is genuinely mind bending. The EU touches our everyday lives in tiny, non obtrusive ways that hardly anyone would realise. Unpicking it all will take years.

It's going to take some considerable time to even work out whether it does need unpicking. No one has the faintest idea what laws will apply. I had a 'discussion' with a senior civil servant yesterday who took the same view as you - completely understandable, CS only enacts wishes of government, forbidden from doing any work etc. Also said that nothing much could have been done. I did point out that someone looking in advance into how it can be done legally may have been helpful ! There is one school of legal thought that thinks the whole thing is so circular that there may be no way of actually leaving :-)

Is that the Lisa wishful thinking school of thought ? Just imagine the EU saying to the British people "actually with the help of Tony Blair we've done you up like kippers. Now hand over that half a million tonne of cod or we'll invade".......

Not even slightly. As I've said, I think the vote was stupid, and people worst off will suffer a lot in the short to medium term, but I've been very clear that it is what it is and should be implemented.

Good to know I'm in touch with the SCS mandarins. There's an article on the potential "illegality" of Brexit right here. https://www.theguardian.com/commentisfree/2016/jun/30/politics-brexit-unlawful-e

Err, here we go again with the insults and the foreboding. Care to offer tangible economic reasoning or is it still the bogeyman who is coming for us ? (who we don't know what he's going to do but it's going to be bad for us thickies, I mean poor.)

Interesting. Hadn't seen that - it's quite consistent with what I'd heard. Some journalists at the FT are adamant that we won't leave. I think we should have thought of that beforehand, not now. I'd be very anti any attempt to not leave, however much I think the vote was stupid.
