A few years ago in private industry we were given general guidance to look at fair representation from the pool ' we were fishing in '
So at entry level jobs you would get a report to say that 90 percent of your locality was White British, 51 percent female etc. etc.
Where we had large numbers of staff you could pick up on any potential recruiting bias, obviously in small numbers of specialist roles you can expect some variation.
I thinks it's fair to have an aspiration to have a workforce that reflects the community you serve, how you get there requires a bit of time and skill. For example, the Senedd should start by looking at the educational outcomes for all groups, does everyone have an even chance of gaining employment? |  |

Only 3 members of the Senedd are from Ethnic backgrounds and only 43 are female.

My big problem with this is it's discrimination. The people who get offered the jobs should get that offer on the basis of suitabiliity, not the colour of their skin. By starting this "initiative" they are telling any white Welsh person that sorry but you may be the best person for the job but we have to employ a non white person. How will that go down, specially amongst those already antagonistic to immigrants or ethnic minorities in general?
The best person for the job should be offered the job regardless of colour, religiion, sexual orientation or gender. | | | |

It already happens in Wales. In many local authorities, particularly North Wales, the best candidate is often not appointed if they can't speak Welsh. | |
