He was a young lad when he went to Scotland, Frank Burrows sent him there to toughen him up, Joe Ralls went on loan to Yeovil, didn't mean we didn't want him, he is in the first team now. Not that I feel the need to explain that to the likes of you though.

The second loan was 2012/3 - when he was very much a backup to the main squad and it was fairly obvious his main asset, his pace, had gone after injuries.
The fact he went to Israel for that loan, was released then played one league game for Blackpool later failing to do much of note in MLS where the defending isn't great shows around that timeframe his career was very much in the decline.

Scored some cracking goals and was passionate for the Wales team throughout his career.

Yes, in a lower league team like Cardiff it is possible he could look okay but in the Chsmpionship or higher he was more or less useless. Even in the appalling standard of international football in a crap Wales team he couldn't cut it. His skill, reading of the game and movement off the ball were all non existent. Crap player.
