On the contrary, when the inquiry is done I wouldn't be surprised that, as is often the case with disasters, it'll be a combination of circumstances - and not one simple fact. They will need to establish where and why the fire started, why it reached the cladding, why it wasn't contained in the flat (fire doors left open, or not closing?), why it spread across the cladding and many more.
