Yes, they set targets for war production like most other nations did, but that's not the same as control. Germany never actually went on a total economy war footing either, unlike the UK

Can I liken the Condor Legion to the Russian soldiers who were sent into Ukraine on a specious special mission which turned out to be an illegal invasion, a land grab, mass murder and terrorism. many of those Russian soldiers, it seems, were not in favour of what they were sent to do.
