All evidence suggests a two week firebreak was always going to be too short you only have to look at what happened since. Drakeford was only following Starmer's policy which even starmer has said was wrong in hindsight.
Today's vaccination rates
England 14.86% UK average 14.21% Wales 13.96% NI 11.82% Scotland 11.19%

Tory party opposed any firebreak at all.
I tell you whats bad for business, a virus unchecked in our communities.
Drakeford went too short due to Tory out cries.
Dithering Drakeford went short because he had no plans after the two week firebreak despite most of Wales particularly the valley areas having a very high infection rate. His call his fault. He is in charge in Wales not Westminster. Health is a devolved matter.

What plans did Westminster have?

Yes of course there will always be people missed. Incorrect phone numbers, wrong email addresses, letter sent to wrong address or just not recieved. People who missed their appointments.

Good to see the other nations finally speeding up their vaccination rates though Scotland and NI are still behind the uk average.
Wales 19.96% England 19.13% UK average 18.79% Scotland 16.99% NI 16.79%

There's no real value in a UK average statistic. England has 85% of the population so the figure is massively weighted towards whatever the English figure is.

Good recovery after abysmal start when Drakeford said he had to hoard vaccines in cases Wales ran out. Fortunately the UK government ordered and delivered enough vaccines to Wales. Drakeford did a quick u turn after the media campaign on Wales pointing out the obvious that vaccines in arms was better than vaccines in fridges.

It looks as if we are going to run out of vaccine for the time being
