No, it's not altogether fair to blame the Tories for all of Wales's ills at all. But it's important to remember that Wales can only spend money allocated to it by the UK government. So if that's reduced, the Welsh government's spending power is also reduced. The Welsh government (as far as I know) has no power at the moment to raise or borrow any money of its own. But the Welsh government decides how to spend the money allocated to it by the UK government in the areas it has responsibility for. I believe Plaid's view is that the Barnett formula underfunds Wales in comparison to Scotland Northern Ireland. | |

Part of the reason Wales gets a reduced figure is the Assembly / Senedd is because it can get money from EU grants ... which it appears to do quite successfully (there again so can any 'region' of the UK ,e.g. North East, Cornwall). Comments from UKIP that Wales would get an increase to the fair funding recommended in the 'revised Barnet formula' would still be a disadvantage to Wales as it would not reflect any increase in funding allocated to English regions (I believe NI & Scotland would be the same as Wales). Wales would also lose access to EU grants and it is doubtful that the economy would continue to perform well outside the EU (business really doesn't believe it is a good idea at all as the market is well regulated, easy to access, provides protection from wild fluctuations, defends workers and businesses from predatory practices used world wide but most of all the World spends vas amounts of money in the UK in order to gain access to the EU. It is also worth looking back to the last time Wales was ruled completely by a right wing Westminster government. Massively worse off than any country in the UK and on par with only the NE and tip of the SW of England. Farmers went out of business on a massive scale having believed Tatcher and taken out loans they couldn't repay when the economy and orders went down and bank rates shot up, the coal industry was decimate for political reason (and as a result the UK's electrify needs have to be met by more foreign fuel), steel went the same way and we were told there is no such thing as society when communities were dismissed like something you step in outside the Liberty when SWP have the GGs out. Labour in Wales may not have the answers and some things may look on the surface to be not as good as in England but history shows we'd be a hell of a lot worse off with right wing politicians ruling from London. I have no idea how the Barnett Formula works. I thought everyone knows the distinction between UK govt and the Assembly. In a nutshell If there's too little money is the Tory/Lib Dem fault, if it's not spent wisely is Labour's fault. I can't understand why anyone in Wales wouldn't support a party like Plaid at the general election. Their policies are irrelevant as they will never be in a position to implement them in Westminster. But the more nationalists fighting for us the better. If people don't like their policies or don't think they'd be good enough in a lead role then just don't vote for them in the Assembly or council elections, which are the only levels where they could be in charge. | | | |

It just allocates public expenditure between England, Wales, Scotland and Northern Ireland. It was brought in to recognise the additional administration and power brought in by gradual devolution (from 1979 onwards). At the moment, the way it breaks down is that for every 97p spent in England per head, Wales gets £1.10 (with Scotland getting £1.15 and Northern Ireland £1.24). They are all per head figures, so those amounts get multiplied up by the population (so obviously England overall gets much more than the others, simply due to the population. But England get less per head). It is unfair on Wales as it gets less per head than either Scotland or Northern Ireland, but is even more unfair on England. It doesn't take any account of things like poverty or how much it costs to deliver services in rural areas rather than urban areas (the sorts of things people keep banging on about including the SNP who are disingenuous on the whole thing as it works massively in their favour). Most of the things that are moaned about (health, education etc) are devolved completely to Wales, so are in control of the Labour administration (and previously the Labour / Plaid coalition). The Conservatives /Lib Dems only run the health service and education in England (people can make their own decisions about how it compares with Wales, and when people do, they should bear in mind that Wales gets more money per head than England due to Barnett). What the UK government does decide that has such an impact is raising money (so tax etc) and overall spending levels (Wales can choose to some extent how it allocates its budget and can do so differently to England). It also decides things like welfare. | | | |
