think both aspects are true, they are not mutually exclusive
crap officials are a symptom of manipulation of results, they would hardly want to use competent officials with morals. That would cost them more. |

Lowe does have a point about the breakup of the NHS and moving to private health care/insurance. The past few governments have been implementing that policy for years by underfunding and allowing overpaid incompetent managers to multiply like the mould infecting most hospitals.
