I can see why you may say that, but this is probably not the best time to up the requirement because there is also pressure because nurse salaries aren't keeping up with inflation. In England where bursaries were replaced with student loans some years ago, there is a big problem of attrition. The old apprenticeship training model associated with the nursing colleges ended with the coming of Project 2000, when the idea of an all graduate nursing workforce was introduced.
