You can blame Labour for their early release, but the main fault is still with the last Conservative government.
These prisoners had committed a breach of their restraining order, but were charged by the police and sentenced in the courts under out dated legislation, the "Protection for Harassment Act 1997."
This was later replaced by the "Sentencing Act", which meant that the prison records cited the incorrect offence and therefore did not get flagged up when people were rightly excluded from the early release scheme.

"Swansea Council has unveiled new plans to repurpose three historic buildings crucial to the city’s industrial heritage. The council wants to transform Vivian and Musgrave Engine Houses, and the V&S No.1 Locomotive Shed at the Hafod Morfa Copperworks site to bring new life to the Lower Swansea Valley."
"The Musgrave structure, which was built around 1910, is a scheduled ancient monument and contains the rare Musgrave Engine which is the last of its kind in the UK. The engine’s external elements will have a covered shelter so the machinery can be restored in future. The Vivian Engine House, built in 1860 will feature a mezzanine floor."
"Once finished, these engine houses would be suitable for a wide variety of uses, according to the council, like restaurants and cafes, exhibition-style spaces and shops."
