I worked on an offenders hostel built on an industrial estate. It is not advertised and not in UK. There are ten or so beds in private rooms and 24 hour wardens, cctv and electronic ankle tracking.
Residents get jobs in factories, not building sites, where they work a shift then return to the specialist hostel. No common room but shared kitchen and showers.
They are allowed time to travel to and from the factory typically in another area to the place of work. Cost is about 5 quid a night. It seems to be working but communities are not informed.
Concept is that it is cheaper for society than nick and needs to have anonymity or privacy for released offenders, who say they are intent on not having access to their genetic temptation.
The police, prison service and government have been quite successful in keeping the operation running silently. It is prevention not cure unfortunately. |  | | |
