Anti-Semitism in Labour is real, but it seems it was used as a political football in a factional war between party HQ and Corbyn's office. This report shows that it was an issue pre-Corbyn and wasn't dealt with by the general secretary who remained in his position until 2018. This guy was allegedly part of the faction that attempted to sabotage the 2017 election campaign. It seems to me that the report wasn't submitted because it was intended to be an appendix.
