This seems to me to be player farming and morally suspect. Ethan Ampadu signed at 17 or so and hardly ever played for Chelsea just sent around Europe for an annual fee. Chelsea routinely send 30+ young players out on loan and yes, I think it qualifies as playe farming and the authorities should change the rules because Chelsea are not the only guilty club.
There are very many young players at the big clubs, the player has their head turned by the EPL giants and the massive money on offer and they think it'll be good for their careers. Even older players fall for it, like Bony and Sinclair going to Man City. Maybe the massive wages soothed any irritation but their careers faltered up there.
