I completely agree. We have rarely reached those levels under him, for me about six times, and three of those were against Cardiff.

Russ's record was roughly similar to Chris Wilder. Wilder was a top performer in the lower leagues and for a season in the Premier leagues as well.

He has a 45% win ratio in his managerial career for 2008 to 2021 with Oxford, Northampton and Sheff Utd according to wikipedia and had a strong squad than Russ had at Sheff Utd.
