Swansea will be carrying games in hand for sure. Extra games means extra cash and there will be the important Welsh cup games as well. I am not promoting this idea actually as I think the Europeans will block it.
Coleman and Birch' s roles are not so do different as there is no Chairman and CEO just one man doing both jobs.

I would not be upset if it was approved to be honest but I prefer a system not loaded with anomalies. Welsh teams playing in the EFL is one of those. I do not want to lose this privilege and suspect if Wales does not 'rock the boat' this privilege will not be withdrawn as there will be no microscope on it.
Team GB is another anomaly. Not other footballers outside the Kingdom can represent two teams simultaneously. It is another privilege for UK footballers.
The Basques have/had a team but only for friendlies. Kosovans cannot play for Albania or Serbia. It is a football federation but as I understand it not a UN registered state.
European football will not support further monopolises having FORCED the FAW to set up a league in order to cement the existence of the Welsh national team. This was the time of Alun Evans who got pelters for doing what had to be done.
Team GB would be quickly ditched in England were forced to merge with the home nations. They have much more clout than Wales as I am sure you would agree. TV cash carries clout.

Wales is part of the UK there is nothing wrong with a team for both and supporting both. The same as supporting Wales rugby and the British lions. Exactly the same as athletics supporting Wales in the Commonwealths and GB in the Olympics. The same as supporting every Welsh team and player in Welsh sport and supporting every GB team, I'm proud to be Welsh and proud to be British, there is no racism in my mind.
