Yep. that's correct - even if a defender kicks it off the line, it's not classed as on target, because the keeper didn't save it.
Exactly the same as hitting the woodwork is not classed as on target.

The target isn't the posts though, hits a post comes out, not on target. Hits a defender and would have gone in, on target.
A defender can block a shot and it can rebound in, what do they say then...
A defender can block a shot that was off target or on target, it should be a straight call, on or off.
The GK rule is silly. It';s not the only one. The offside thing, not flagging until the player touches the ball. The handball rules these days. Silly. | | | |
