A combination of in house lawyers and police officers.
The CPS was introduced as an independant body.

Simply that Police decided to charge or not.
At Magistrate Court,normally a Chief Inspector of administration presented the case to the Court .
The hiatus after the early 80 s riots brought along PACE which radically changed all.

My take on things is that it’s critical to have an independent organisation oversee the prosecution of offenders / administration of justice. For justice to be served, it has to be seen to be served and I don’t think having the police investigate and prosecute addresses that need or will it give Joe Public confidence in the system.

The concept of the CPS is sound, but it’s taken so many cuts over the last 14 years that it’s not far off being unfit for purpose like the rest of the criminal justice system.
