Yes, France grants French citizenship and passport rights to citizens of its overseas colonies. As does the Netherlands with Dutch Indonesia, Curacao, Suriname - luminaries such as Edgar Davids, Clarence Seedorf, and our own Jimmy Floyd Hasselbaink.
