Swansea can do both. Bring in a very high quality player (from Manchester city) and develop Brandon Cooper. Brandon is the future but has only got 30 games under his belt at 22. The club is getting its prospects out on loan. Too many are all at the same stage early twenties with less than a seasons worth games under their belts.
The club philosophy has changed from 'Cooperball' where results were all that mattered to a more developmental style. Cooperball was bad for Whittaker, Cullen, Ollie Cooper and Brandon Cooper as they all played very little, developed little and were part of a squad behind England u17 loan players. This has changed under Allen and Martin. Why would Steve Cooper worry he was on his way anyway. Allen at least should b staying a while and hopefully Martin.
Swansea were never a quick fix club. It is about long term development and growth. I have highlight the "dirty Dozen". Cabango, Downes, Obafemi are first teamers and 6 or 7 others playing regularly on loan and not before time. |  |

2 players is hardly going to strengthen a very thin squad, if one or 2 leave then it becomes even more perilous in numbers.

Steve Cooper brought in these loan players in his time at Swansea mostly from his England squads
Woodman, Willmott, Guehi, Gallagher, Gibbs White, Brewster, Surridge. Goykeres also but not from England. 7 or 8 players,
He also failed to send to many on loan Benda a season, Brandon 6 months (brought back early) and Garrick 6 month.
