Doesn't suit the agenda of being able to treat football fans as 4th class citizens. Rugby fans on the other hand are all mild mannered ladies and gentlemen just out for a days entertainment- sort of like Royal Ascot with a ball don't you know. Sorry scumbags, scoundrels and anarchists) "Everyday football fans supporting any club but my own are all hooligans out to destroy towns and make life as unpleasant for the well heeled as is humanely possible. Plus these plebs don't support my beloved Chelsea" (substitute Man Yoo, Liverpool, Citey etc depending on which snob is talking. They rarely go anyway except for the finals!) How come rugby clubs/ International rugby teams don't have to pay extortionate extra policing costs? Or have their games categorized for trouble?
