If you remember in the New York in the 90s when crime was pretty bad they had a Mayor the now much maligned Giuliani who had a policy which had his police force treat even the most so called petty crime as serious as they would any other. Crime rate overall fell dramatically with many studies carried out to confirm why this would be and which confirmed it was true in that reducing petty crime reduces serious crime.
I believe someone posted that there is no correlation between petty and serious crime then I suggest he do a little research , Drug use for example , start off with smoking blow sometimes leads to sniffing then injecting , all of which costs money to obtain and to supply. | |
