In 2018 the ONS calculated projections for a scenario in which there is zero net migration and these suggested that by 2043 the populations of England and N. Ireland would still rise by 1% and 4% respectively, while those of Wales and Scotland would fall by 5% and 8%. This takes no account of future internal UK cross border movements. The change in the pattern of migration in recent years, with more non-EU arrivals, probably points to slightly higher overall fertility rates than the 2018 projections assumed, and I'd guess the UK picture would be pretty much flat. Of course, we won't manage zero net migration, so we face significant continuing population growth. Casting my mind back to how difficult commuting between North Oxfordshire and Nottingham was even many years ago, I personally would not mind a modest fall in the UK population.
