One way they do this is to set an annual wage cap, which is the same for all clubs.

A wage cap will never happen in top european football leagues. The reason why it works in the US is that their teams exist in a bubble and never play teams outside the league as happens in football with the CL.

It would be impossible to instigate a salary cap when the levels of revenue differ so much between the leagues (and also La Liga would just cheat).

The PL teams from say 16th to 1st want to make it an exclusive club in which nobody is relegated and nobody is promoted.

One way to do that is to look at clubs who want to be in PL and apply rules to them that they have to break in order to get promoted and then stay in the league.

Basically the PL wants ALL of the TV money ALL of the time and DOES NOT want to share it.

Hopefully the Football Regulator will be given some teeth and be big enough to resist the inevitable PL pressure - but I'm not holding my breath.

For teams like ours getting to and staying the PL is just going to be more and more difficult.

Good shout UTS and 100% in agreement with you.
The PL need to have a good look themselves and the way these rules are written and administered. It is clear to anyone with more than a half a dozen brain cells that one size does not fit all where these rules are concerned and far from creating a more level playing field it is actually creating a situation that is becoming increasingly difficult year on year for promoted sides and even the ‘have nots’ who are in longer term PL residence to be able to exist in let alone compete in the PL.
Hats off to the Forest hierarchy for a very well reasoned response to the situation they now find themselves in.
