My reading of the situation. Samsunspor (or whoever ) have offered some money, Swansea said not enough. Ntcham wants to go and will not risk the move.
It is a a wage / fee equation. The buying club are prepared to pay the wages not the fee. Swansea want the fee and want the buying club to pay Ntcham less.

It's very disappointing though, as is the Martin comment.

If a fee had been agreed I would expect Duff to know about it. Wouldn't you ?
In fact if a fee had been agreed I would expect Coleman to tell Duff not to pick him, not Ntcham to tell Duff not to pick him. There were clearly still issues like payment spread perhaps.
Of course if he "declined to play" he would be forced to give up any form of "loyalty bonus" which we here so much about. This is perhaps why Duff used those words.
