Plus they are governed by plc rules. The same would apply to buying back chunks of the club that had been sold off to overseas investors Wolves, City. it would have to involve government intervention and given the fact that we have sold off almost everything (utilities etc) I highly doubt the government would do this. It almost goes against their principles, which they choose to operate on a discretionary basis.
