As has been shown, the raw intelligence was completely and utterly wrong. IDS et al would thus have been privy to incorrect information...

EDIT: What we know is the government at the time "sexed up" the dossier to better match the US narrative.

So I'd say Blair is waaaaaaaaaay more culpable.
