When Mel Nurse sold his shares they appeared to have been pro rated across different shareholders in proportion of shares they held at time.
The mechanism in this case appeared to be club buying his shares - so all other shareholders % holdings would have increased.
This suggests shareholders at time did have right of first refusal - when an existing shareholder wanted to sell shares.
Otherwise Mel Nurse would have sold his shares to the Trust - I presume.
