The FA Cup competition exists for teams from levels 1-10

The last team from level 8 to reach the 1st round (proper) was Chasetown in 2008, from the Southern League Midland Division. Due to feeder leagues being re-organised along with the National Conference (level 5), it's not possible to accurately determine a level 9 team playing in a competition in which Football League teams also participate, but it is possible in theory

Just on the point of Giggle Lane being under a covenant preventing any kind of housing etc being built on it: I live near Rossendale Utd’s old ground. That had a covenant on it too. The land had been gifted to the people of Rossendale - in perpetuity - solely for the purposes of sport and recreation.
Guess what? Aye it’s having houses built on it. The local building mafia had had their eyes on it for decades. The council got round the annoyance of the covenant by saying, if the ground did not have any kind of sporting activity on it for seven years, then it could be sold for building. So, one mystery fire at the ground and seven years later, the diggers are there.
Without prejudice of course.

So fair to say a Level 9 team reaching Round 1 would be an upset.

That Round 1 game of a Level 9 team beat Dale would be a further upset.

That Level 9 team being bury, this season, being an impossibility.
