Not exactly sure of their job description but could they not be the contracts man, the head of scouting more behind the scenes and leave monk as the coach taking this pressure off him? Good idea. GM's main lack of knowledge would, I imagine, be squad strengthening. A Director of Football could do that albeit the board will have to be as clever appointing this person as they been appointing managers. They'd also have to of the right mindset.
