Wasn't something like this encouraged for the Olympic Stadium? All what happened was the migrant workforce moved into the area's bedsits. I think you'll find most of the sub-contractors do keep a core of full time workers that will work wherever the site is. Sub-contractors like to keep good workers and offer them full time employment.

L block they do keep a core gang but many big boys in Construction these days are laying off full time staff due to costs when there isn't work on the table. Mcarldes are the latest to go into admin this week.

A huge amount of the new training ground will be

Groundworks levelling the ground installing drainage etc

Specialist companies will come in to lay the artificial pitches low labour force needed there

The main buildings can be built in modular form off site so basically bolted together on site and finished off . Possibly wooden framed

Then you have the usual finishing trades plumbers , painters , carpenters , etc

I've supplied contracts when local labour has been enforced but as you say it's not strictly adhered to as guys move into the locality of the project.

And a new stadium of the standard I'd guess the board is looking for will be well over 50 million I'd guess company's like Barr construction build the ikea bolt together on site type stadiums and even a smallish 20k will be 20 million with little in the way of executive boxes added at that price . If they add a retractable roof triple that price of 50million is my guess

Laing bult Clive's fav stadium and made a pig ears of it as anyone who went to the first game there will testify
.
Mcalpine built the Emeriates

You can also add that the probable designers of the new training ground/ stadium are prob one of the best in the buisness and have built or at to build some of the most stunning stadiums on the world.

These sort of things can be encouraged in the Prelims document but not really demanded.

I've worked on Contracts where "employment of local labour for 25% of labour resource" is encouraged but never insisted on.

I'd of thought this will go to someone like McAlpine.

£25M is a lump of change for this -- a decent 25,000 seater should be £35M !!!

Bang on.
