If Karl owes anyone it's Ollie after the money he brought to the club and because Holloway will feel he deserves a share of that could that be the stumbling block for his return. Cheap and Cheerful Karl won't want to splash the cash when there are cheaper alternatives!
I think the very thing - Karl knows that Ollie is the only one who will potentially unite the fans whilst at the same time is the only person who Karl is in debt to.
You could argue the extra money Ollie will bring in (and he will) should ensure he has a bigger budget anyway.
