The point seems to be that Labour has now realised that the predicted £3 billion gain won't materialise, given the likely impact of the inheritance tax changes for non-doms by encouraging wealth to leave the UK, so that the policy will be diluted. Thus no £3 billion gain. The inheritance tax rule plan was a Labour idea , and was not in the Tory non-dom proposals. This coincides with Rachel Reeves hinting at a change to the fiscal rules (by shifting to a public sector net worth test). Effectively she will increase the limit on the national credit card by £50 billion p.a. by offsetting public assets like anticipated student loan repayments against national debt. This new money would be used only for investment- related spending, and advocates of the policy see it as a way of achieving the economic growth that Labour has emphasised. Sceptics say that our national debt is already at 100% of GDP, the level at which many say the interest payment starts to damage the economy. Borrowing the extra £50 billion p.a. would push up the interest payments into dangerous territory above 100% of GDP. It is worth mentioning that during the election campaign Labour stated that it had no plans to change the fiscal rules, and also that the manifesto commitments were fully costed.
