No-it was tazzy! Thats why he subsequently disappeared and then re appeared in a robot disguise

Chaff aint got the balls to do it himself.
One interesting theory I have heard (via SSU)is that he was actually the brains behind the idea and persuaded tazzbot to be the fall guy by telling him that that he would become a hero if he made the changes and we then won promotion.
He also pointed out that it would upset Judd so the boy needed no second asking and sneaked into Spotland with his toolbag bulging that very night!
