Not a whole lot since they turned the famous Inner Harbor into a major commercial/shopping district in the 1980's. I think the city had a bond to spend hundreds of millions of dollars on that again recently; although it would seem to have more pressing concerns, I think it was a civic/commercial partnership.

My father's side of the family is from Baltimore. It's a city with areas of great charm, particularly the harbor, but was always a little seedy. But over the last two decades or so, it has completely fallen down to undeniably being on the very short list of most depressing and dangerous places in America.
This isn't exactly a guarded or unspoken secret, and nobody would have ever considered it racist to point this out...until yesterday.
Sure, just like the claim that Trump was never called a racist until recent Democratic lies. Of course, he has been charged and sued in the past for racial discrimination in refusing tenancies in his properties to black people. His excuse? It had nothing to do with colour he just did not want to rent to welfare recipients. Well, we can all understand that ,can’t we? It’s just good business.
It’s truly extraordinary how the ordinary Trump supporter/enabler has mastered the art of defending the Tweeter-in-Chief. My God, I do believe the Base are becoming Mitch McConnells. What a horrific, almost Masonic fate!

If that’s what he’d said, it would have been comparable. But it wasn’t.
He actually said it is a ‘disgusting, rat and rodent infested mess’ and also it was a place where “no human being would want to live”.
Oh bulls**t. I can't believe I have to argue these ridiculous semantics, but how is saying any of that racist as opposed to saying "you'd think you were in a 3rd world country" (i.e., a place with a bunch of brown or black people)?
And yes, what I quoted was what Trump said. It wasn't all he said, but I took what made the point. Adding "disgusting, rat infested, no human would want to live there" merely belabored the exact same point, and to the same degree.
