I can answer that, it’s easy. Advisors, including scientific ones, advise. Ministers decide.

Lifted straight from the Forbes report. I have previously discussed the shortcomings, but this was also a single dose. The Oxford group may be preparing a different version of the vaccine to do what is called an heterologous prime boost. Giving a variant of the vaccine as a boost seems to work better than the same version twice. Reasons not known

Would disagree with some of that, but it won’t as said be a single dose vaccine. There is certainly merit for carrying on with further research. They are a good group of scientists. I have only met Sarah Gilbert once, but have chatted with Adrian Hill a few times and did a PhD viva (on Salmonella vaccines) with Andy Pollard a couple of years ago. Despite my reservations, which come from some of our experiences in poultry vaccines, they are still a decent bet to produce at least an interim vaccine. I hope they do

If a qualified professional gives you expert advice and you follow it (ie decide) because you have no knowledge yourself, then surely you have recourse, and clearly the advice is to 'blame' for your decision.

If there are a number of equally strong options and you choose one then maybe less so, but you would still likely try and blame and gain satisfaction from the one that gave you the advice.

The big lie in the latter instance is claiming that they are 'following the science', and they should not be let off the hook for explaining why they took those choices. Anyone can make a wrong call, and that's part of life. It's the reasonableness of the justification that surely must be the issue, and if that is just 'we preferred x's view because it suited our political purposes' then they should rightly be slaughtered.

It will be interesting to see how it plays out in practice.

Indeed. Ministers decide but rarely take the blame for the consequences of those decisions, that’s when the advisors become handy and convenient. There are a number of examples over the last decade of ministers being quick to hide behind and blame advisors and officials when things go tits up. I’ve absolutely no doubt that this will be the next example of that when the dirty laundry starts to be aired.
