I think he has tempered his language on them in the past few days although his basic assumption that if we had never invaded Iraq it would all have never happened is a difficult one in my mind since ultimately it seems to me at least that IS want nothing more than an all out 'holy' war in the region and will do pretty much anything they can in order to provoke that. I remain unconvinced that if we pulled out of the region we wouldn't see another attack on the US / UK in time in order to provoke us again.

I'm not really current with George's latest views, but it seems reasonable to assume he means that if the Saddam regime were still in place there is no way IS would have risen to anything remotely resembling its current importance.
And it's is a very good point, especially as US/UK policy makers are well known to be desperate for some credible strongman to emerge in Iraq that can ruthlessly stamp out this insurrection.
Unfortunately not only does it require a suitable candidate, but also some deft PR work to make it fit for mass media consumption.
