YES it was a foul
but we all know this is the west brom way been highlighted time and time again on motd
for £60,000 a week i expect my keeper to be able to deal with that ball in air a long time no way should he not have been able to get that away
as for linesmen and ref both clear view (if not why not ? again plenty of time to position themselves)

Definitely a foul, you can see when Fortune has a look behind him that he's looking to play the man rather than the ball. He's already backing in strongly when green is trying to get into position so it's hard for him to get his knee up by then, and then there's the clear nudge once green jumps to knock him into the net. The only way for green to really have dealt with that lump in front of him would have been to use some serious force to push him away when the ball was in the air = penalty.
It wasn't the backing in at the start that was the foul so much as the nudge into the net when green tries to jump to claim it. Well played by fortune but ref should have called it.
