He will need a passport to travel and would be unlikely to be able to get on the plane/ferry without one. Temporary travel documents are normally only issued by British Embassies/Consulates to enable travel back to the UK, they are not issued in the UK. One other option would be to try and get a same day premium service for a second passport at the nearest passport office to wherever you are Karl.
