Even though a booking means a player has to be careful not to get a 2nd I think on the whole it hasn't acted as much of a deterrent (plus refs rarely dished them out anyway) and any culmination of bookings or a late sending off really just helped another club that they were playing next while the ban was served.

Any infraction has to have consequences during that game and advantage given to the opposing team. If players are in the sin-bin and their team drops points as a result, well, maybe they'll start thinking twice in future.
