It does not need Westminster approval it is all within the powers of Swansea City Council (planning permission) Natural resources Wales ( environment certification) Senedd (As a major project needs their approval) Associated British Ports (the land and docks owner) Time for Wales to step up. It depends on funding, wasn't the last project turned down by Westminster which ultimately was why it stopped? The Senedd don't have the financial clout to fund this and cannot borrow enough, or has that changed? | |
