Give it to Leon on caretaker basis for next few weeks, hope he does a decent/good job and appoint him with out the need of strengthening.
If it goes bad in lets say 2/3 weeks time, appoint someone with only a few weeks of the window left.

Either way, they have control and dictatorship over who or what can be brought it.
