I don't think it's as simple as: there's a solution but we wil or won't do it. Even if you decide that you're going to spend the little money you have on 2 good players rather than 6 average ones, you still have to find those 2 good players - and then do the deals.
We have seen deals fall through here in the last few years all too often. It suggests that there is a lack of knowledge at some levels. Glick may know his onions in some areas, but he clearly needs some help or we'll keep missing out.
