With so much information and data collected on football games for analysis, I'd expect it would be possible to rate referees on the accuracy of decisions such as penalties, red cards, yelllow cards, free kicks etc. in the same way that data is collected for player analysis?

Poor rated referees could be placed into re-training.

I remember riding a detailed account of James Linington's performance for Scunthorpe against us in the League Cup (the one Monk went to shake his hand and was given a blocking by Sousa).
The FA replied (the only time) telling me each referee is assessed after eery game by their staff and by representatives of both teams.
It obviously had no affect.

The issue is so much of refereeing is subjective and they work off guidelines and precedent.
