Same way when clubs had a DoF & coach set up where the DoF was responsible for deciding which players to recruit (and sort out transfers, wages etc) and the coach was given the players and basically told to get on with it. If it didn’t work the coach got the sack. Seemingly no such punishment for the DoF. Cushty. Manager’s are always the ones in the firing line but the problems can often be deeper than that but seems never to be addressed. Just keep hiring (and firing) more managers.
