I agree with your title but back in the sixties and seventies Cardiff City played regularly in The European Cup-winners Cup. I don't know when the rules changed.

But they want to remain in the EFL, don't they? I think giving up their ability to qualify for Europe via English competitions doesn't really get away from the fact that those clubs will be much more likely to qualify for Europe via a Welsh cup competition, giving them a financial advantage from being in Europe. It would be gaming the system for financial advantage.
