I think Clive has been using it in more of a poetic sense to signify "any place in the table that has two digits and starts with a "1" but not including 10th, 11th or 12th.."

Before the season started I thought 10th to 16th Like most I just expected the form to kick on with Marti having a whole pre-season to get them drilled and add a few canny signings
At this moment in time I'd say bottom of the stack. Watched a fair few games and we look the least well equipped but I've yet to see Cardiv, PNE or Pompey kick a ball
